“I urge you who are are still in the insurgency to come out.” These are the words of LRA top commander Caesar Acellum which are being distributed and broadcast on FM radio throughout the combat affected regions of The Democratic Republic of Congo, Central African Republic and South Sudan. Acellam was taken into custody on May 12, 2012 by UPDF forces in southeastern Central African Republic (CAR) after serving in the LRA for over two decades.
