In accordance with part 4 of article 89 of the Russian Federation Criminal and Executive Code, the Regulatory Legal Acts for the Internal Governance of Correctional Facilities, as a specialist from the Presidential Council of the Russian Federation for Civil Society and Human Rights and Nadezhda Andreevna Tolokonnikova’s legal representative in accordance with the decree of the Zubovo-Polyansky Municipal Court of the Republic of Mordovia from April 26, 2013, I am requesting a meeting for the purposes of providing legal counsel to inmate Tolokonnikova Nadezhda Andreevna, who is currently being held at FKU LPU-21 [Federal Agency Health Facility-21] Of the Administration of the Russian Federal Penitentiary Service for the Republic of Mordovia.
I would like to bring to your attention that issues related to access to legal representatives vested with the right to see inmate Tolokonnikova N.A. in accordance with part 4 of article 89 of the RF PC are addressed in the special petition from the defense of Tolokonnikova N.A. to the head of the Administration of the Russian Federal Penitentiary Service of Mordovia Oleg Victorievich Simchenkov (reference number at RFPS Mordovia 141 from September 28 18.44) and in a personal letter to the Director of the RFPS General Colonel Gennady Alexandrovich Kornienko (reference number of the electronic documentation system of the RFPS Russia SITE-16501/2013 from September 29). In the letters cited above, the legal defense of Tolokonnikova N.A. request that the head of the Administration of the Russian Federal Penitentiary Service of Mordovia and the Director of the RFPS take the matter of the unhindered access of her legal counsel to inmate Tolokonnikova N.A. under their personal control in light of the fact that Tolokonnikova N.A.’s current condition is the cause of grave anxiety for the public and the legal defense of the inmate.
